Thirty-three-year-old federally convicted cyberstalker Luke Wenke mailed this letter to the Honorable Richard J. Arcara — a federal Buffalo, NY-based judge who’s completely uninvolved in his case — from the Northeast Ohio Correctional Center (NEOCC) in Youngstown, Ohio in late May of 2025. Much like his previous letters to the court, he blames the judge who oversaw his criminal case, his lawyers, the prosecution, me (Katie), and others for his undesirable circumstances while taking zero accountability for destroying his own life.
Luke Wenke would likely be free today if he had simply obeyed the court’s orders to stop contacting his victims in violation of state-issued protective orders and federally imposed contact bans. Even after repeatedly violating these orders, the judge overseeing his case was extremely generous with second chances — to the point where I began to wonder if the authorities placed any value, whatsoever, on Luke Wenke’s victims’ lives.
For Luke Wenke to act like an oppressed, wrongfully convicted target of a witch hunt is a massive slap in the face to any truly innocent people who’ve been screwed over by the justice system. I’m admittedly no law expert, but in my opinion, the authorities — both state and federal — could’ve probably brought strong criminal cases against Wenke if they had acted on certain information, taken victims more seriously, and maybe listened more in the first place before adopting a dismissive disposition. If only, if only, if only.

This experience has given me the distinct impression that in the U.S. (or at least in my neck of the woods), the system cares more about preserving stalkers’ “rights” than it does about protecting victims. I think our safety comes secondary to letting the defendant run over everyone in the courtroom, including by saying horrific and wildly untrue things about government personnel in the dozens of letters that he routinely inundates the court with.
If Luke Wenke suffers no major consequences for falsely accusing the judge, lawyers, and probation of serious crimes (including sex trafficking, drug trafficking, forgery, and conspiracy), then he certainly has no incentive to leave his more vulnerable victims alone. I no longer trust the system to protect me, especially since certain parties involved in the case almost immediately resorted to victim-blaming when I went public with my story.
Mandating Luke Wenke to mental health treatment does not reflect justice, and I strongly believe that it will fail to protect victims in the long run. Luke Wenke is locked up right now, and that’s enough to make some of his victims feel safe. But what does treating him like a troubled patient, rather than an incurably evil criminal, mean for the future?
Unfortunately, I don’t know. I’ve asked many questions about the directions the case could go in, but no one seems willing or able to clarify whether Wenke will even be under supervision when he’s released back into society. The only consistent statement I’ve gotten from multiple parties involved in the case is that he will see freedom again, quite possibly in the near future.
During a conversation with the FBI agents tasked with investigating Luke Wenke’s case in late 2020, I stated, verbatim, that I think Luke Wenke is dangerous and belongs in a cage. Nearly five years later, I feel as strongly about this as ever. And I pray I’m wrong, but I don’t think I am. Only time will tell.

“You are the Senior District Judge. My case is currently represented by Tim Murphy and nobody else. It is crucial for you as the Senior District Judge to know what has gone on in my situation in over 3+ years.
Unbelievable to me first of all that according to what I’ve heard, Michael Digiacomo1 is the new head of the US District Attorney’s office in Buffalo. To my knowledge, as I have only seen his name in print for the first time just this week, this is the second prosecutor to be affiliated with my case after David Rudroff2 recused himself (and rightfully so). Michael is a liar if he denies yelling at me right to my face right outside the courtroom Dec. 2023 after I told him I did not send [cyberstalking victim] of Minneapolis an email or letter at all January 2022 as I was forced to plead guilty against my will at gunpoint April 2022 through the cooperation of Alexander Anzalone3 and David Rudroff. Anything Michael Digiacomo puts in writing against me at this point is illegitimate because he has known about Katie [last name] of [city] NY’s illegal website about me violating my HIPPA rights for half a year now and Michael has done nothing about it5, and again Michael is not a witness to a January 2022 email and letter to a stranger in Minnesota who I never even met, never sent anything to, and never even testified in John Sinatra’s court in these 3+ years.
April 2025, some time after April 10th, John Sinatra produced a court motion concerning my fate with nobody present in the courtroom and here I am being illegally forced around into different facilities against my will. This makes me question what else has John Sinatra done in his courtroom with nobody present. Is he forging paperwork over court hearings that never happened? As of his April 2025 move I have every reason to believe so. Also the fact that Frank Passafiume4 sent me something in his name concerning this court motion shows Frank’s cowardly nature…”
1. Michael DiGiacomo is an Assistant U.S. Attorney who prosecuted Luke Wenke’s case in 2023 and 2024.
2. David Rudroff is an Assistant U.S. Attorney who prosecuted Luke Wenke’s case in 2022 and 2023. He urged the judge to send Wenke back to prison following his first probation violation conviction, but Wenke remained on probation.
3. Alexander Anzalone is a federal public defender who previously worked on Wenke’s case.
4. Frank Passafiume is a federal public defender who has represented Luke Wenke throughout much of his case.

I am very happy Donald Trump is defunding the CIA. Let’s start with Andrew and Krystie of the Buffalo FBI, January 2022 after they forced the Olean Police to lie to me over a 1/27/22 phone call to corner me and give me no choice but to go their way over an email from a few days earlier I never even sent. Andrew and Krystie then went to my mother Janet McCaul’s house at [address] NY and took advantage of her since birth macular degeneration blindness stealing valuables from her house so she couldn’t afford private representation for my case. Olean Police lied to me over a 1/27/22 phone call about their reason to want to see me the next day. They are lying scum and nobody should ever trust them again as Bill Aiello the Mayor of Olean influences the Olean Police into dumping toxic waste into the Allegheny River as is the big news of the Olean area. Late 2023 somebody forged my signature withdrawing an Appeal and I have told US Appeals Judge Debra Ann Livingston about this fact. I cannot lose Tim Murphy. John Sinatra is a tyrant who convicts innocent people and it is my opinion that the Jamestown judge who was on house arrest for selling cocaine should take his place. 1. I’ve never lied to any police agency about Luke Wenke, and I’ve never even spoken with the specific police agency named in this letter about Wenke. I also certainly never conspired with probation or acted under their instructions while complaining to law enforcement about Luke Wenke.
